Why am I getting "destination folder access denied"

For a mp4 file?? All I want to do it delete a stupid file. Nothing is running where it would be using the file. What the fuck I hate microsoft. If anyone has an idea, I dont want to sign up for a computer forum.

I have Windows Vista.

Run in safe mode, locate file, delete. Problem solved.
