    If it is common practice, not enough peoplet have stood up to fight it. If that happened to my dog I would have a pack of lawyers from animal rights tearing into them. You make a big enough scene things will happen.

        The officers were not punished for it iirc. Like vedubin said, common practice. Most drug dealers use dogs as protection.
