Picture frame software?

Looking to download a free software that can add a frame (you know, those black or whatever color lines in the border of the picture) for my pictures I want post in the forum laterZ!

Anyone? If it does downsize the pic with good resolution, etc, as well, the better for me.

Photoshop / Illustrator will do that, but not for free. The trial is free, and you can †orrent them for free.
