For those of you who remember...

I won the PayPal case, providing sufficient evidence to PayPal, they sided with me and closed the case. Then he goes ahead and does a credit card charge back. I got hit up by NCO financial services the other day requesting $92 ($65 shoes + 7 shipping + $15 return shipping + $6 for God know what??) and demanded payment otherwise my credit would be effected. I explained the situation to her, she agreed I won with PayPal, but they are unaffiliated. So she didn't have any say in the matter. I paid the $92 so I wouldn't ruin my credit over this asshole. So he got away with $92 and a free pair of shoes. As I said before, I'm an honest individual and this guy railed me. Fucking scammer.

I went ahead and asked the NCO lady "shouldn't I atleast get the shoes back? (for principle) and she said no, there's some sort of clause when I set up my PayPal account." I then asked her (not that I would ever do this) what's stopping me from ordering an iPad off eBay, saying I got a wooden chopping block in an iPad box and doing a charge back?" she was vague about her response, but she said it happens all the time.

Ridiculous. Ask any of the R3V members if their shoes came muddy lol. I got screwed in the end for those wondering.

Don't care, don't want to hear about it. You brought this on yourself by making it public and dealing with a stranger over the internet. If your mom is an attorney, go to her with your sob story. I am sure she can figure something out.
FWIW this is a "seller beware marketplace"

Not trying to be a dick. He boasted that someone in his family practices law on a high level. That got him really far... I keep my mouth shut when it comes to things like that so guys like me (with long memories) can't call me out
Well, maybe I'm trying to be a dick ;)

I didn't boast about a thing, I was letting him know if he wanted to file suite I was more than happy to accept. It's not a sob story jackass, I could care less about $100. It was the principle of the issue and how PayPal and selling items online are susceptible to scammers like this. That's it, I'm not seeking sympathy from anyone, just presenting the results. Don't misconstrue my post. I see where you're coming from, but I could care less about half of your post as well, I just thought some would be curious about the results and just how easy it is to get screwed.

I had an issue with a scammer on another car forum. I shipped some parts to a guy in puerto rico who said he "never got the parts" even though the post office's website said they'd been delivered days before. He filed a paypal suit so I immediately contacted him to find out what had happened. He said he was just covering his ass so he wouldn't lose out on his money. Having dealt with paypal in the past I know better then dealing with their BS. So I responded very nicely to him and then filed a complaint with the post office saying that the seller never received the parts. They in turn contacted the postmaster in puerto rico to investigate. He dropped the suit shortly after. Paypal doesn't give a rats ass about mail fraud but the post office has been dealing with it since 1872. I figured I'd let them handle it since they have uncle sam on their side.

Scammers are everywhere and have balls of steel. The key is having superior balls.

I take pictures of the whole packaging process and the package at the post office leaving my hands.put identifying marks on package so they know it's the same throughout. Video would be even better I guess

So the NCO lady said that they aren't related to paypal so she can't give you your money but when you asked her about getting the shoes back she said she couldn't because of paypal? But didn't she say they weren't related to paypal? I am confused.

NCO was involved because he did a credit card charge back for a PayPal purchase- that's all the information that was given to them. Basically everything relating to this transaction had nothing to do with NCO besides the charge back. I wasn't in a good mood hearing this, and I didn't ask her a 1,000 questions nor did I care about the $100 since it's harvest time :D

She basically told me I had to pay $92 or there would be a ding on my credit. Then when I asked if the shoes should at least be returned to me, she gave me some vague answer about clauses and fine print in PayPal's disclaimers and that I would have to take it up with them, she just works for the collection agency his credit card company uses, but it ultimately resulted in a NO.

You are confused. The collector has one job, to get money. Why they are after him is beyond me. All op really has to do is show proof to the collector that he was in the right. The "chargeback" was on the buyers credit card. So it is up to OP to show he never received the shoes back. Which means take the buyer to court or at least serve them with a law firm's letter head. What the buyer did can be considered fraud. Because no goods were returned to the OP, the buyer has "bought" goods, then gotten their money back by filing a complaint with their credit card company. They have not returned the goods, so technically their money shouldn't be able to be refunded. It's fraud. OP, talk to your mom about it. I bet she knows someone who practices complex litigation. Send a demand letter with their letterhead on it.
OP, I am a dick, but you aren't going through the proper channels to resolve this.
