Well, the lying part is all kinds of stupid. I dunno why you would lie and expect it to be cheaper. Some people are incredibly vain though, like this guy who didn't want the mechanic to see the tank was empty. That said, I wouldn't say the guy is a retard...we're on an enthusiast/DIY-oriented forum and there is an expectation that people have a basic understanding of how things work. Some people just don't; I know a ton of them. Most mechanically inclined people know you don't want to get electronics that hot, but to some outsider, electronics look pretty sturdy because there aren't moving parts. But the lying part, yeah, that's really dumb.

i know exactly how you feel, i have been a tech for 5 years now.. and recently got moved to be a service writer.. so far its been like this.
"what brings you in today?"
"when i brake really hard, i feel this pulsation in my pedal, it only happens during HARD braking"
"do you know what ABS is?"
"oh......"
and it gets worse..

Haha! Sometimes when people describe what they are telling me their problem is, they start to figure out that what they are talking about is ridiculous, or just stupidity. Always good for a laugh.
I stopped being a tech at a dealership because most of the work I was getting into was warranty work (and it pays shit). Every now and again people with money will actually do a timing belt service w/waterpump or something of that nature. When they see that CP is like $1000+ they start to shit their pants.

hahaha! I've definitely had friends bring me their car because someone else "tried" to install their system..
Spliced harness, cut too short, I would always have to bring up the wiring diagram and "fix" what they messed up.
Why they didn't ask me first baffles me, I didn't even charge half the time. just a bowl and some beers!
I still get requests for "side jobs" and thats another reason why I didn't mind stop turning wrenches at the dealer.
