anybody can sign a bill of sale and call it legit.

In NJ...the seller (prior owner) can go to DMV with an old registration or something with the vin number on it in his name and get a duplicate title. You won't be able to do it. Just the seller/owner. If u buy without title, be prepared to part it out.Comment

first off you need to verify the car is not stolen, get vin number before buying go to your local police department and they can let you know, it all depends on staff some can be a dick and not help you out. I did that to one car I was going to buy which also didn't have a pink slip and guess what?? car was stolen.....Comment
