Because if that person were to get into an accident and that thing came off the car and smashed into the back of your car and severed your head from your body you would be pissed or dead. Things that attach to a car or truck usually have to go through some sort of inspection or testing process to see if they are safe and built to withstand crash forces. Why not just attach a piece of 1/8" thick steel plate to your car with rubber bands and wood glue, then try a panic stop or two directly behind a group of school children. See if comes flying off. Why would that be illegal?
