I see all these posts, but what about removing the front passenger seat altogether and bolting a mounting bracket directly to the floorboard to accept the infant seat? then adult passengers can step over/past the baby seat to sit in the back seat.

Wouldn't that be the best solution? shouldn't be very difficult to fab up a basic metal bracket... I'm not getting rid of my e30, damn it. I'll buy an extra car if I needed to.
Pretty sure that's both unsafe and illegal.

Don't see why that wouldn't work, a bracket that holds a car seat base to the floor would hold just as well as a seatbelt in the seat. Only drawbacks is if you use a seatbelt to put a carseat in, and then you had a reason to transport 4 adults with no kid, its as simple as removing the car seat. Also, you lose all ability to carry things that aren't restrained in the backseat, as they would become missiles to an unprotected carseat. And the fab skill required, not everyone wants to remove a seat.

Pretty sure it would be much safer than the previously linked image, in the event of being rear-ended, the driver would receive a concussion on the back of that baby seat. ...no issue with allowing any and every cop/safety professional inspect it. Unless there is specific language already on the books that says that a safely constructed solid-mount floorboard attachment system is illegal, than NO, it is not illegal. and not any less safe than a seat strapped with a seatbelt to a seat, that uses the same exact connection points = fewer items that can be a point of failure.

4 adults in an e30? that was the joke's punchline right? we're talking about the difficulty of transporting an INFANT in the back seat! LOL

Seriously though: you have a point with the unrestrained items, which front seats can not necessarily guard against reliably anyhow. But you would still have the floorboard area behind the driver's seat for such loose items, as well as the factory storage areas
