Looks like his car wasn't registered with for the buildings parking lot, he chased it down the street and stopped the vehicle, started whining like a bitch.

That happened to my one roommate in florida like 3 times. Each time he just got a bunch of his friends together, staked out the tow yard, when no one was there he would cut open a huge ass hole in the fence to drive his car out. You can't be found guilty for stealing your own property back he said, and if they didn't catch you tresspassing they are screwed. Funny shit watching him come back in the wee hours of the morning with his truck carrying a bolt cutter.
