as of 2009 Average house hold income in UAE is about 5000 USD a month this is for nationals and non national residents. UAE nationals average household income is just shy of 10k USD a month.

So while not rich, if your a national you have more money to throw around than most, even though housing and necessities are kinda pricey. But over all there is lot of money in the UAE

^^ The reason being low(er) sallary jobs in construction (usually easterners) lowering the average.

If you're a westerner with good schools or specialized in a certain job with lots of experience, you'll be closer to the nationals range. Many europeans go there for a really well payed prolonged vacation.
Oh and about 2% unemployment rate. You'd have to be really unlucky to be unhappy there.

Oh yea. Except they don't get the luxuries the westerners do.
As a western foreigner you get an "alcohol passport" for example, to go clubbing and stuff. They are generally against alcohol (religion) and our way of life, but understand it has to be part the economy in their plan to turn that place into a humungous luxury vacation retreat. Also eastern laborers in lower positions have borders when it comes to where they can live.
I've pondered moving there for a year or two. Offering or employed in services to the westerners living there. I personally have high doubts I could get accustomed to the culture. Only way to find out is a two week vacation first.
