This type of abuse is never acceptable. I don't care if that individual just shot someone, people in a position of authority need to maintain professionalism at all times regardless of the situation, especially cops. It starts with something as minor as calling the guy a loser, totally unacceptable to make the interaction a personal one and try to humiliate him.
