I don't send money as a "gift" to anyone, unless I've met them face to face before. For example a handful of guys I run R/C trucks with, occasionally we wheel & deal. Someone half way across the country no way. Also, I'm pretty sure it is against PayPal policies for the seller to ask that 3% to be added by the buyer. The seller is to assume the responsiblities of the fee for using PayPal as a payment service.
Like nando said, PayPal is flaky when it comes to passing shipping info along. I sent some gift funds to a friend of mine and it sent him my info, but tonight a different friend sent me some money for a few r/c parts and it didn't send me his info.
Pretty much, it's safer not to send it as a gift. Unless it's someone you know won't trying screwing with you, then it's your call.
