OBD2 scanners

Any input on which scantool is worth investing my money into. I need an obd2 scantool and found this on egay. Any rev members use this or similar pc based scanners? It's only 10$ so I can't imagine it's very good but maybe I'm wrong. Input is greatly appreciated.
