Sad thing is, there area lot of really athletic police officers that passed the physical tests with flying colors by working their butts off, then there are the fat pieces of shit that sued the departments for denying them entry into the programs. Around here there was a kid that weighed over 300lbs and he sued the department after he failed the physical (no shit, right?), and he ended up GETTING THE JOB. The fat fuck couldn't do a single pull up, couldn't run a mile, let alone the length of a city block, and he didn't fit in the police squad so he got to use the SUV typically reserved for the Sergeants and Chief. Amurica, truck yeah!

No, not really. You would need to machine off the existing lip to bolt the 3-piece lip to. The issue is that there isn't enough material left to do this.
I actually reverse engineered this wheel... in part to see if this could be done.
Instead, I played around with just adding some detail to the wheel.

So, here is a bottlecap center cut out of a wheel. There isn't much of a flange on the back side. It may be possible. You'll have to use your imagination at the moment to add the lip and barrel.
Front side with 30 bolts:
Back side showing ridiculously long bolts. I'm not sure there is room for nuts on this side. It would be fun to try.
