That cat isn't really on LSD. Look very closely, the enclosure they have it in is vibrating.
This video is a lot better, anyway.

Edit to the edit above me: Look at the cat while it's picked up, it's still twitching and acting pretty erratic. It also falls flat down when let go of, looks pretty legit to me sadly.

A cat that's being fucked with like that (put in a vibratiing enclosure) isn't going to just calm down the second you pick it up. There noise from it vibrating also would have been freaking it out, even further causing it not to calm down right away, and to act the same when it was put back down.

I can see your doubt about the video, i have an open mind both ways. The cat is just acting a little too crazy for it to just be in a vibrating enclosure. Not saying you're wrong, just bringing up how i can see the other side to what you're saying.
Also if you look at the enclosure "without drugs", it appears to be vibrating due to the poor filming technology of the time.
I'd like to see how this debate ends up, i'm a little too drunk to think clearly. :P
