When I lived near the Richmond raceway in Virginia there were a few mom & pop gas stations that sold 103 and kept the lock on the pump ALL of the time. They certainly would not want a situation where someone pumped the gas and then said, "Ooops! I lost my wallet." This was over 10 years ago when gas prices were still around $1 or so but the 103 was so expensive that if you had to ask how much... they surely were not going to sell it to you.
