Sure, why not. That way we can identify those who are the racists and bigots. I will be sure to know that if someone chooses to use that smiley, it means that they are the first ones to suspect when a hate crime breaks out.

Like in the case where someone's door gets set on fire and the cops want to know who is responsible, I can tell them that there is this guy on r3vlimited who is associated with the klan.
