          Once this goes into effect, that means that there would be no more leinancy from the judge.

          One thing that has kept my driving record clean for the last 20 years is that any time I got a speeding ticket I went to court and got a mild slap on the wrist. The judicial system rewards those who come to court. Now that people will be facing the possibility of never driving again, it seems like these hefty fines are going to make people be more inclined to come to court to fight the ticket.

          But on the flip side of that, if the courts are overfilled, the judge may very well throw every single case out and let everyone off with a $20 fine.
