Sort of. The Terminator is living tissue over a machine skeleton, powered by an internal fusion reactor and guided by computer. Robocop is a robot body with with a human brain. It's more of a cyborg than the Terminator, meaning more human, and easier to kill.

Shit, in Robocop 2, a 10 year old kid and a bunch of cracked out tweakers nearly took him out.
