I think its illegal to leave the scene of an accident. But since you only witnessed it, it falls into the good samaritan laws I think. I had a friend who witnessed a crash on the interstate in college. People wrote down his plate number as a car that continued driving. He had to deal with lawyers for months. Everybody assumed he caused the accident because he was the only one that didn't stop.

I did almost the same thing to some kid in a Neon, with "help" from a guy in an E36 M3, and he crashed into the front yard of some old ladie's house, taking out her giant birdbath and destroying his F&F Neon. I came onto the forum posting about it, thinking I was all badass, and got FLAMED to a fucking crisp. It was epic.

I say it sucks for that guy, but you didn't touch him so he f'ed up. In a situation like that, I treat it like track driving, You're responsible for yourself. You mkae a mistake, you pay. in this case, the e30 driver did better than the civic driver. Wewt for not hitting the gaurdrail like that Honda.
