Once again, I'll allude to minimum wage (they think will help rather than hurt unskilled people).

    the bottom bars show the political majorities in power - top president, bottom two the congress. Look during the BushI years and Clinton years... and see who was in power of the Congress for each (orange = republican, blue = democrat).
