i imagine it relates to the idea how texas brags about big steaks and other things too, so a thick piece of buttered and grilled slice of bread would rightfully so, have the name TEXAS Toast.
As stated, there is never garlic on it.

Then you have all those resturants that claim they have texas toast. Come to find that its only slightly thicker than regular toast.

Generally Texas Toast is thick ass white bread with one side grilled. I've never seen it with garlic. If it had garlic - it would be garlic bread. Cane's has the best "Texas Toast".
There's a couple of varieties of frozen "texas toast" that's garlic buttered, that's probably where people get the idea.

Reminds me of chicken fried steak. You take a reasonable cut of steak, coat it with batter, deep fry it, and then smother it with white gravy, which is essentially liquid fat + flour + black pepper.

Thick slice of bread, deliciously pan fried in butter or grease to a golden crisp. Mostly enjoyed throughout the country with delicious bacon.

At a local steakhouse, you grill your own steak on a huge grill in the center of the restaraunt. They have ample amounts of texas toast. Slab some butter on it and crisp it up on the grill. mmmmmmmm Maybe we'll go tonight........

Some places around here put that cheese like powder on it. Grill that shit on one side, and call it good.
