Authorities say last week he placed several threatening phone calls to State Senator John Whitmire, who is the chair of the criminal justice committee. Federal marshals and Texas prison authorities arrested the inmate's mother, 60-year-old Lorraine Tabler on Monday.
The Governor says a prison guard accepted a bribe to deliver the cell phone from Mrs. Tabler to her son. Perry says, "That is unacceptable; the highest level of unacceptable activity. And that is the reason we directed a lock down."
Officials traced 28 hundred calls from the smuggled cell phone in just the last 30 days. The phone was being used by several inmates.
