When a vehicle has both black paint and black aftermarket wheels. The window tint should also be really dark and other aftermarket accessories such as black taillight covers etc. should aid in blacking out the ride.

Murdered out is old school, it was out way before big black said it on TV. I remember in high school there were some of the "thugs" who had their older rides (Impalas, chevelles, etc) all blacked out. I thought the term went back into the 90s.
