Don't get hung up on all the "Euro" stuff, also "M" stuff. From the looks of it the guy just changed the high beams to ambers and that's it.
Personally, I like my cars the way I like them, which will be different than the way someone else on here or anywhere likes them. You are better off looking for a stock car and then building it exactly how you want it, rather than taking someone else's failed project and trying to salvage it. You will find WAY too many things that are fucked up or not to your taste than if you started with just a stock vehicle.
Plus, typically stock vehicles cost less on the enthusiast market (except for really well cared for stock examples as well as low mileage ones), so don't get all excited about "Euro" and "M" bullshit, because most of it is just someone trying to take a name onto something for some extra coin from people who are ignorant of what they are looking at.
