I don't see where either of these proposed measures make turning old cars in mandatory. I understand fearing the undesired effect of reducing the number of sources for spares, but I otherwise agree with the idea. Younger cars are more fuel efficient and pollute less, for the most part.

just because of the clause: "to give struggling american automakers a boost" I say they can suck a bag of dicks.
Automakers and the banks don't fuck around when you haven't paid your car and stick it to you with fees up the ass. I've known friends lost their house because the bank/dealer didn't care and wanted its money. I'm sorry but I'm sick of big business winning every time.
This makes me want to go buy a IROC-Z and go do donuts on the front lawn of the white house. Preferably one with a broken exhaust and no cat, leaking anti-freeze and rusty as a trombone.
