That is really weird. It's almost like someone got overzealous with a high speed buffer or DA sander and just went through the paint in those areas. But I doubt that's it though, I think it would look different in that case.

the paint cracked and lifted. the spots you see got sun alot longer then the rest of the rust. eventually the paint kept lifting and fell off.
