prob the turbo/fuel pumps.

Some of our motors(800+) hp sound like that when you shut them off, and its the fuel pumps that whine like that. sounds insane!

I'm sure you sign a waiver, but i dont think the people running the dyno owe any money, as it was the cars fualt that the tire blew. If everything was strapped correctly, and the runs were done correctly, then they are not at fault.

but i bet they had a nice bill to fix that dyno tho!
