It's under User CP. Click Edit Signature. Then copy/paste the picture you are going to use.

Nah Jason, that's how you upload a sig..

to make a sig you create a new thread titled "I can has new sig?" along with a picture of your car and people will photoshop for you. sounds crazy, I know.. but apparently it works.
