      he should have just filled the tire with water or weld the weights in under the tire

        That wouldn't be such a great idea. From what I've read (and discussed with my engineer buddies), the spare tire is part of the rear crash structure. The "crumple zone" is designed to work with a spare tire in place.

        Once you remove the spare, who knows what would happen if you had a major rear collision? Would there be greater risk of fuel tank rupture? Who knows?
