That is a good question. I don't have an answer for sure, but I would suspect people compare the cheap ones against some of the spendier ones.
Also, consistency is what is important. It doesn't matter too much if the temp sensor or pressure gauge is off by a small amount in real terms. As long as you use the same gauge all the time and make your settings and decisions based off of those readings, you will be OK.
Most pressure gauges are off by a small amount. Some more than others. As long as they are consistently off the same amount, then you can make accurate tire pressure changes.
