Throttle body intake boot hose clamp was interfering with throttle linkage and stopping it 1/3 of the way down. I thought there was some sort of mysterious fuel issue that was causing power loss.

I have no clue, it's a Castro's special tuned chip???

Is it tuned for 19# or stock flow rate?
Lower flow rate chips can usually handle a little bit more, but 19# is probably too much.
