Those holes come factory. They have just been welded shut as well.

hello peeps i have some 15x7, 4x100 centra type 6 reps "i believe" for sale im asking $400 obo i do accept PAYPAL. wheels are in great shape i would say 9 out of 10, only 2 caps but no key to open the caps i lost it i was goin to put this on my mk3 jetta but sold it. and yes they are dusty since they are not in use and just stored.

those haven't been re-drilled twice, those little holes that were welded shut are sometimes use during alignment (by inserting set pins if the shop has specific bmw wheel clamp).
