Some local spec e30 guys use Star machine in emeryville.
Some local spec e30 guys use rebello racing in concord
Ellsworth machine in mountainview did our e30 24v head.
My e36m s52 head was built by stirtz machine (retired dec 2013)
All of the above listed are well known for decades of work.
Star, stirtz, rebello are 30 years+ each in the bay area.
Test Fixtures and valve grinding machines and pressure setup testing tools are not easily purchased or operated from a non-commercial standpoint.
The Surface machine for cylinder head to MLS gasket or other perfect type finish is extremely expensive and only affordable if your shop is turning out lots of cylinder heads. Without a proper perfecf surface you are really screwed.
The ability to build and then test with pressure on air and coolant side is quite needed; fixtures are often made from scratch for these tests.
