Brakes are worth more than the car to e28 guys.
Engine = good living room conversation piece.
Cut out the trans tunnel and sell to someone wanting to put a v12 into something else.
M70 specific parts can go to some shmuck trying to keep one of these buttholecars running.
Rest of car can be parted to go to regular "good" e32s.

I think im just gonna tell him to either junk it if he doesnt want to spend some money on it to get it drivable or tow it and do whatever. I dont want to be a jerk, but I cant have it sit in front of my house forever ya know.

yeah I'd just tell him the city is gonna impound it if he don't want it and let him deal with it. He can be creative if he wants it junked or towed to a shop for repair. You've done more than most would do already.
as a side note the catalytic converters alone are probably worth close to $400 J/S..
