Actually he is required to have one. It is a felony to tamper with the emissions systems (removing the cat if a car came with one) regardless of whether or not you have to pass local emissions.

Well he may not be aware of the laws regarding emissions systems but he specifically told me he was going to skip the cat because he didn't think he needed to have one where he lived and that was the point I was making.
