UDM Performance?

I keep seeing these ads pop up on Craigslist for UDM Performance. But, when I search the Washington business directory, or for any physical location, I come up with nothing.

Seems pretty hokey to me. Is this just someone working out of their garage, with no license that calls themselves a shop?
