I haven't had a chance to look at this yet but I was told the PS belt is tight. I'm looking for any suggestions before I look into this during the weekend
All 3 accessory belts were very recently changed on this E30. No sounds before the belt change.

Once the car is turned off I see a bunch of bubbles in the PS reservoir and overflowing. Fluid look a little high from pictures. When the front is jacked up or the vehicle is above 5'ish MPH, the sound doesn't exist when turning the wheels. However, I think under full lock, even when going at speed, the sound is there.
Starting with a bleed doesn't sound right. I thought the bubbles in the PS system would make themselves out naturally. I'm thinking seals or a pump.
