On late model cars, there are little 'tables' if you will, that hold the black bracket you have pictures to the car. They are bonded or welded (I can't tell which) to the body between the wheel well and the duct. They actually have a part number (#4 in the diagram), but I found when I did my plastic bumper swap that they were not available.
I ended up cutting off the little mounting tab just behind the wheel well, as it is not used for plastic bumpers, and the putting a bolt through the bumper and body panel that is covered up by the black snap in bumper trim. It isn't the most elegant solution, but you can't see it, and it holds the bumper solidly to the car.
