and I live 45 minutes away from this guy...and I just recently imported an E30 from B.C. to Washington State... however, that E30 was not a touring. Sidemarkers, rear bumper height...any other important differences between Euro and U.S. spec? Emissions?

Shouldn't be a problem importing this car down to Washington State. It's been through Provincial inspected up here in BC so see no problem importing it down to WA.

You'd still have to do federalization - minimally cluster, lamps, and other items. Not sure if they'd enforce the EPA requirements, but does it have a Cat?

If it can be brought in to WA lightly modified (or not at all), wouldn't that mean it could be brought to any state? I thought the regulations (other than emissions in CA) are federally mandated.

Just got off the phone with the guy, is there anyone who could go meet him in blaine and check the car out?? My plan is if it checks out okay is to fly up and buy it then drive it down to the picnic then home. thanks
