The spacers go in between the inner tie rod and steering rack and gives the steering rack more angle by furthering the racks push/pull. It is a good entry level mod to do for drifters. It will not give you quicker steering, just more angle.
You will have to adjust your outer tie rods inward the thickness of the spacer after installation for proper alignment.

The tie rods themselves, where they mount to the steering rack act as a steering stop when they physically hit the it.

These spacers recess into the rack due to the tie rod surface being 5mm further out, effectively widening the tie rod stop by a further 10mm total each direction. More rack travel, thus more angle.
