Not even enough there for vice grips?
I'll see if I can cut a slot with a Multifunction Tool, since I also read it's hard to get in there with a dremel or die grinder.
It sucks that most of my tools are 45 minutes away.

You can't fit vice grips in there. You'll need to either extract the bolt with an extractor or cut the head off with a grinder.

Okay - I have extractors. How hard is the bolt?
I have left hand drill bits - they are fantastic for getting bolts
out because usually the will bite into the metal and spin the
bolt out so that you don't even use the extractor.
But good ones cost a bit (no pun intended) more than the regular bits, especially
for single replacement bits, so I don't like to use them on hardened fasteners.
Luckily I did bring my Taps, Dies, Drills and Extractors out of storage.

I have an idea for an adjustable version, but I haven't looked under there
to see if it would even be possible.
The idea is sort of a telescopic mechanism with either a pin through it
(using a series of holes that line up every 1/2" or so) or a clamp of some kind.
If you want to take that and develop the idea further, go for it.
I have a lot more ideas than I have time & space to build.Comment

Seems like this should be called a drop kit, as "tilt" means adjustable.

The original Tilt Wheel was developed by Edward James Lobdell in the early 1900s. The seven position Tilt Wheel was made available in several General Motors products in 1963. Originally a luxury option on cars, the tilt function helps to adjust the steering wheel by moving the wheel through an arc in an up and down motion. Tilt Steering Wheels rely upon a ratchet joint located in the steering column just below the steering wheel. By disengaging the ratchet lock, the wheel can be adjusted upward or downward while the steering column remains stationary below the joint.
