Can't figure out how it mounts from the thread. Is there hardware of some sort?

There are holes on the bottom, mounts vie bolt->washer->lip->bumper-washer->locking nut.

I had hardware initially, not sure what I did with it cause I can't find it if my life depended on it. Garage is a mess. Nothing you can't put together in 5 min at your local hardware store.
