I have a full set. There's just one weird thing though. The driver's lock works with the key one way, but when you turn the key around, it seems to get stuck.

Your locks can all be made to work with one key pretty easily.
The tumblers inside of the lock are numbered 1 through 4. If you have spare tumblers from 1 or 2 locks you can rearrange the tumblers until they all close when the key is inserted. This is what the tumblers look like.
Another thing to keep in mind is that the tumblers can get worn where the key rubs and should be replaced with a good one.
Also: 1) There is a ball that chews up the pot metal on the driver's lock 2) There are two balls in the trunk lock assembly that will pop out...take it apart in a zip lock bag. 3) The drivers lock has a couple of valet key tumblers.
Thank you guys for the DIY posts, but unfortunately I know my limitations. I did this on an old bug years ago and it went well, but I don't think I can do it again. It's easier for me to pay someone on here for a good working lock set, my local locksmith wants $400 to rekey two locks.
