Those pins that the spring is attached to are not moving freely since I can see both are stuck mid travel. Unless the handle is bent (can't tell from the pic) remove the hinge and hit it with degreaser then brake cleaner until there is zero resistance in the pins returning under spring tension. Then give the internal pivots a tiny shot with white lithium.
