Jailbreaking doesn't make work on any carrier, but unlocking does.

Just get a sim card from a different carrier and insert it in the phone.

Yes, sorta. You need a sim card from a carrier that uses the GSM network.

The only one in the US other than Cingular is T-Mobile.
