After getting on it my car smells. I dont really know how to describe the smell but it is pretty foul. Much worse when the windows are down but you can smell it when the windows are up. Would not having a charcoal canister have anything to do with it?

Does it smell like fuel? If not, I don't see why you'd think it's the charcoal canister. Not having one means you either plugged the tank hose or left it open. If you didn't plug it, and it does smell like fuel, you've probably found your problem. But fuel isn't "foul"...
Does it smell like rotten eggs? That's usually a clogged or damaged cat. How many miles are on it?
Is anything leaking? ATF doesn't exactly smell pleasant when it's burning (dripping onto exhaust...)

Is your oxygen sensor functioning properly? Have you had a sniffer test recently for emissions (I'm not familiar with your state emissions laws)?
It could either be from running rich, or your cat may be bad.
Do you have any check engine lights or anything, any other issues with the car?

That's not normal. They didn't smell it e36's and e34's, they shouldn't smell in e30's, nothing has changed. If it's a noticeable smell, something is wrong.
