Well i know they want to see your DME some times, so that would be a dead giveaway. Its all luck though, some places are super chill and some are crazy.

What to fill my engine bay with that meets CA smog?

you can just smog it as a 95 3.0 obd1, then you will be using an obd1 ecu
yeah i was spacing on the cats, and thinking about oxygen sensors. The obd1 stuff is similar to how the e30 is with a single o2 sensor at the x pipe. The ref will most likely check that and see a stock bmw cat, and move on...

...im not tryin to BAR mine right now just smog it, i am running odb1 with e30 cats, stock evap canister, all emissions and exhaust hooked up o2 a lil bit down stream from the mani's before the cat(s) so i dont think there will be any prob...now if i was going to the ref that would prob be a different story they are SUPER strik around here because all the dumbass honda ricers swap shit and get popped left and right
