when was your last oil change?
it may sound weird but blow bye and such causes a lot of HCs in the oil and can cause high HC emissions.
also if you can try to get a high flowing fan pointing towards the air filter with the hood popped at the emissions place nice cool air at the filter will help.

I've had the same problem with my swapped car. You've got to drive the car hard not just for distance. I don't have carpet in my car so when my feet started to get hot I knew it was hot enough to pass. I've got OBDII BMW cats.
This all assumes you have the right software and tune up parts are in good condition...

What worked for me was running at least 30% ethanol with my gasoline.
Went from horrible numbers to numbers that even a Prius driver would be proud of. Hell, the test ended half way through because it was so good!
Oh, and that's with tons of smoke from oil (blowby issue I think). I introduced a TINY exhaust leak to reduce its effect on the test by clamping on one of my vbands post cat, but not tightening all the way. Be careful doing this, though, because with too much of a leak the sniffer will read oxygen rich and fail you.

Alright, my car is back from the dead (rear wheel bearings). I took everyone's suggestions and ran the car for an hour on the highway (83mph average) to make sure the car was good and hot. I failed again..... This time my HC's were 580 limit 220. My CO was 1.68 limit 1.58. I looked at the "solutions" on the back of the failed emissions and it mentioned improper engine management. It's odd to me that my car passed with flying colors 1 year ago. My HC's were 128, and my CO was .78. I'm more leaning to Matt's idea. I can't expect the 506 to run a M52 properly. There is a local buy selling a Red 403, would it be worth me buying, or is that DME made for NV?
Oh, one more thing. Half way through the test the attendant asked me to rev @2,500 and hold it for one emissions cycle. I asked why and he said my idle was too low, but on my tack it reads 1,000 rpm solid everytime no hesitation.

An hour on the highway won't do it. You need 2-3 minutes of wide open throttle under load, like full throttle on the road in 2nd and 3rd.
An ECU change won't help and that ECU won't work. You just need a chip tuned for your particular motor. (I sell such chips.)
You probably also need an oxygen sensor.

You can keep those if you want, or swap in the 21.5s that would have come with your M52. There is no good reason to swap them.

Is your cat working properly?
Everyone saying "warm your car up blah blah blah" is basically telling you to warm your car until your cat converter is at working/operating temp. If its blown out, or old/plugged, you're probably going to fail because it wont burn away the stuff that the sniffer is supposed to detect.
If your car passed last year, using the same equipment as you have now (assuming your car runs the same...) then that's what I would look at first.
If you were running rich, there's a good chance you screwed up your cat converter right quick. I'd try hammering on that cat when its warm and try again, if that doesn't work swap it out with another. and make sure you get that thing tuned right so it doesn't happen again.. lol

You don't have to use E85. The way I pass emissions with flying colors is to put a gallon of denatured alcohol into an empty tank and then put a gallon or two of gas on top of it depending on how far you have to drive. warm your car. Works on my dad's work van which burns like 2qt of oil every week.
