15 seems too low. If you didn't have a vacuum leak you'd have closer to 20 methinks, although the s50 cams are more aggressive..

An experienced tech told me 18-20 is normal. It pulls 18 when I pull the fuel pump fuse.

15 is too low. You should have 18+ on a bad day depending on your alt.
Your O2 sensor has nothing to do with this btw.

Odd thought based on something ive had happen on a M20 (Seta crank pulley on a I ECU), Have you verified your TDC settings as far as your crank pulley goes? Its a long shot but if the crank pulley woodruf key sheered and allowed the crank pulley to move a bit from where it should be the ECU is picking up TDC at the wrong place and the ingnition timing is now wack. In my case a M20 car wouldnt do but ~12in of vac and that turned out to be the problem. Again long shot.

I would return to vac leaks. Eliminate everything from the system un necessary (brake booster) and smoke test it in some form or fashion. Where do you have the small vac nipple off the main Manifold connector going? Valve cover?

I have the small vac nipple going to the fpr, the vac off the valve cover is going to the ICV hose.

What about the small nipple on the bottom of the manifold? and what you mean the vac off the valve cover is going to the ICV hose?

The small nipple off the bottom of the manifold is going to the FPR. The vac hose from the crankcase vent that clips onto the manifold is going to the ICV to manifold connector, which I think is the small vac nipple you originally alluded to.

ah, okay thats correct... Hrm... Have you tried the classic carb cleaner test? Injectors seated in manifold all the way?

Yes, didn't get much of a result at all. I'm thinking I may have to start digging into wiring. I believe, and this is just a thought, that its running too rich so it's idling low. This low idle is causing a low vac gauge reading. Which is why when I pull the fuel pump fuse and the car burns off the rest of the fuel that is inside it and it idles at the correct speed, it pulls the correct amount of vacuum.

ECU Coolant temp sensor plugged in correctly?

Yep, its plugged into the correct connector. Cluster temp works fine.

                            Faulty ECU coolant sensor?

Carb cleaner won't show you much. I use water mist out of the DIY car wash wand. Was the vac gauge needle steady at 15 or was it bouncing?
